Summary: This report is in response to a request from the E Division Operations Strategy Branch of the Royal Canadian Mounted Police (RCMP) to conduct a statistical review of complaints by the public against the RCMP in British Columbia. Specifically, the request was to describe the nature and extent of complaints against the RCMP in British Columbia, as well as the associated handling of complaints against the RCMP by either the RCMP or the Commission for Public Complaints against the RCMP (CPC). When a member of the public wishes to make a complaint against an RCMP officer, they can do so either directly to the RCMP or to the CPC. As part of this report, analyses will be conducted to determine whether there were any substantial differences in the nature and extent of complaints made to the RCMP or the CPC and whether there were any substantial differences in the outcomes, the amount of time it took to resolve complaints, and the level of satisfaction with the outcome between these two bodies.
