Summary: Part 3 builds upon the foundation laid out in Part 1 regarding the Coquitlam RCMP investigation of the Anderson assault and Part 2, which contains the chronological narrative accounts of the four sets of investigations comprising the missing and murdered women investigations within my fact-finding mandate. Here, I carry out a systematic evaluation of these events through an analysis of the patterns of errors I have found. This approach is consistent with my decision to focus on the systemic problems exhibited in the investigations, rather than on any errors that may have been made by specific individuals. Before making any findings of fact or reaching any conclusions, I gave careful consideration to the written and oral submissions of all Participants.
